1) Check  oil level

2) Remove spark plug and see if engine can be turned over by hand.

3) Remove recoil starter and see if it's broken or just stuck( most likely the problem )

4) Be sure fuel hasn't flooded the combustion chamber, you can check this while the spark plug is removed. If flooded, you have   a problem with the carb. float. Repair the float and be sure crankcase oil hasn't been diluted with fuel. If so, change the oil before running the engine.

5) If engine won't turn over, you probably have a broken connecting rod, which will need to be repaired.

How long has the fuel been in the machine? Chances are it's old and needs changing. I think it starts with the electric start because the engine turns over faster than it does when you pull start it. Another thing to check is the carb. adjustment. It may need adjusting. When you get it running add a little fuel additive to help flush out the system of any residual crud.

Something doesn't sound right. If you purchased from a dealer, it should go back before you use it any longer. It must be under warranty. These machines should run perfect (right out of the box) Break in period is not an issue.

My guess is the fuel in the tank and the carb. should be dumped.  Possible ways to empty the tank would be to turn the shut-off to the off position. Remove the fuel line hose clamp nearest the carb. Pull the hose off and empty the contents of the fuel tank into a container and dispose of the old gas. Drop the fuel bowl from the carb. by unscrewing the high speed fuel adjustment screw located at the under side of the fuel bowl. Clean the bowl and carefully reattached it to the carb. body. Re-attach the fuel line to the carb. tighten the hose clamp. Fill with gas, open the fuel shut-off and try starting. It should fire right up. This is also a good time to clean and adjust the spark plug to .030" gap.

If everything else is correct, I'd suspect the fuel may not be fresh or have some contaminate i.e water in it. I'd try some dry gas in a fuel tank with fresh gas.
