Troy built snow blower

I needed to take off the housing around the carburator and when I put everything together it would not start.  After some trial and error there is a green wire coming from the throttle.  When I attach it to the housing the engine will not start.  When I take it off it will start.  Confused

Does the engine have an adjustable throttle? Some throttles have contact points that cut the juice to the spark when the throttle is pushed all the way to the stop/off/turtle position. If the wire is pulled from a connector, try connecting it (if that's where it came from), move the throttle to a point past stop and see if it will fire up.
