RPM 10 hp Tecumseh on Toro Snowblower?

Toro Website says 3300 +/- 150 RPM.   Is this too conservative?  Would I get better performance with higher RPM? 

Could this 3300 be the loaded rpm vs an unladed rpm of 3600?

Could be loaded rpm.  Hard to say for sure.  I have a tachometer on my 9.5 B&S engine.  I've watched it at full throttle and under heavy load.  I've seen it drop by 50 rpm or so but not much more than that.  I'd be running it at 3600 no load if it doesn't sound like it's ready to let go.  You should gain a bit of power with addition revs.
