Not really up on 2-strokes. Is there a fuel shut off,that is partially closed? Primer bulb installed correctly?
Using that so called e-85 fuel? Canot think of anything else. Hope you get it running!

First off REMOVE the spark plug!!! The motor might be storing up compression,when the paper comes loose with your hand in there,look out. As was mentioned use water to soften up the paper. Fashion a hook out of strong wire and work the softened paper out. Keep the paper wet and use the hook. Just a little space between the houseing and impeller will let you get bigger pieces out and free up the impeller.

In using the laser tach, there must be an unobstructed view of

the piece of tape. If the tach gets interupted in "seeing" the tape,

the readings will be inaccurate. BTDT

Does the drive plate wobble side to side when you try to move it by hand? Are the belt fingers on the motor

adjusted so there is about an 1/8" clearance between the belt and fingers? Is the belt correct for your blower?

Just a few ? off the top of my head Hope you find a cure for it!
