Paula, without going into any details a silencer can be made for any type of pistol or rifle

I think you can do a little more than take an eye out with a spud gun. This one is good for planting potatoes in a 300 to 500 foot radius.  This unnamed future McGyver in training, built this pneumatic model. It has a 1.5 inch diameter barrel. He is holding it by the air chamber, with the barrel pointing down. The firing mechanism is electric, using three 9 volt batteries attached to a momentary contact switch to operate a garden sprinkler 28 volt solenoid. He can change barrels to a 3/4 inch one with adapters. Pumped up to between 90 and 100 psi for this "kill". Has pumped it to 140 psi, but takes a bit of work. At last report the boulder was still recovering from its injuries, and should survive, but with slightly impaired mobility.
