Found the problem. I took the snow blower apart last night, I found that the bolt was missing that held the starter in place, Put a new bolt in, Used some penetrating oil, And she's good as new!! Thank for your help, Have a good Holiday.

The electric start spins but it doesn't engage to start the snow blower. Toro CCR 3650
Could the starter be bad??
