Toro self pacing 20066 transmission

I replaced the transmission and everything is back together. Self propell works well and I can pull in reverse. When mower is off the wheels are locked up in forward but I can still pull in reverse. I pulled transmission apart and checked to see if was bound up. I have tripled checked that the shaft gears are where they should be.....L on left side and R on right. It is also difficult to turn the mower 180 degrees at the end of the row. Again, wheels are not responding as before. The only thing that I can think of is I put the pulley on too tight. Any ideas?
