Simplicity 4211 - Does not start

Recently my mother in law gave us a Simplicity 4211 lawn tractor.  She had a new starter put in, new battery.  All the cables are very clean.

After it was delivered, I drove it around the yard some.  Shut it down to do something.  Ten minutes later it does not start.
It kind of makes a medium to high pitch whine.  Anyone have any idea what might be the cause?

Borat, just an update.  It was a simple fix.  About half of the gear teeth had been sheered off and it was locking up the flywheel.  A little muscle to unlock it and a new gear fixed the problem.
