Out of fuel/old fuel, bad spark plug, choke/primer bulb not working, gummed up carb??? A few more details would be helpful in trying to narrow down a possible reason for not starting.

Toro Wheel Horse 522xi GT, Honda HS928TA, Honda HS621AS, Honda HS520A, Toro CCR3000 (work in progress), Honda HS624WA (sold 08/23/2010), Stihl BR550 Backpack Blower, Stihl MS250, McCulloch MS1635, Honda EM6500SX Generator

The recoil could be broken.  When you pull the cord dog(s) in the recoil fly out to catch parts on the flywheel.  That mates the recoil to the engine to turn it.  Yours could be not catching.

To go further you would have to take the case cover off and remove the engine recoil (usually 4 screws) and see what the problem is.  If the rope can be pulled out and it recoils back in then the dogs are likely the problem.  You could try tapping around the recoil to free up the dogs if stuck.

If you have been blowing lots of light snow, the starter dogs are iced.
Let it sit in a warm place and thaw out for a couple of days.
A hair dryer or heat gun will speed up the process but be careful around the fuel tank and carb or it will blow up.

Below is what is in there. 608 is the recoil.  As Clint mentioned frozen is very likely.

rjs1643: "the recoil grabs the flywheel, so those little dogs are working but its not turning over the engine".
If that's the case then the flywheel key could be broke.
or
The rod is broken so the crank and flywheel spinning free with no piston attached.

The 3650 has been great, but now shuts off after 10-12 min.  No sputtering.  It just stops.  After cooling off, it starts and runs OK.  What might the problem be?  Coil or magneto?
Thanks
