Tecumseh HS50 vs H50

I had to replace the intake valve on my HS50 (on '70s Bolens snowblower) due to the top valve spring cap having split and it scarred up the shoulder where this sits. In the process I noted this HS50 and the H50 use the same valve BUT there are 2 caps for the valve springs top and bottom for the H50 and only the one top one for the HS50. Is the extra bottom cap to better stabilze the spring under higher loads? On my HS50 having the block end of the spring just loose on the metal seems a bit odd, though they are built that way per the diagrams. Why leave those 10 cent caps out on the smaller framed engine? To save 10 cents?
