problems with primer bulb b&s quantum 6hp

primer bu;b not working. doesnt start no matter how many times i pull the cord. i spray a squirt of starter fluid in cylinder starts right up on the first pull. runs great when started. replaced air filter holder with new casket. new fuel filter. new primer bulb ( with hole  in bulb for release of fuel in needed)  there is no hose going to the bulb but a small air passage molded into the plastic.  my motor is trottle free. this is getting fustrating . if anyone can help i would aprecated it

the gas is clean and dirt free.
the primer bulb is to push air into the carb bowl. when looking a the filter housing the opening  of the air passage leads directly into the middle of the housing behind the air filter. and goes nowhere else. can you explain how that air pressure from bulb gets into the fuel bowl of the carbuerator
i'm confused. or am i just going crazy
