Craftsman Snowblower Question

Hi All, great forum and good discussions...   I recently acquired a 10 HP 30 inch Craftsman Two snowblower for nothing, Its only problem was the Tecumseh L Head blew its side out, somewhat common I am led to believe. Anyway my problem with the machine after I had replaced the engine was when the blower is going full tilt, the snow chute vertical deflector will not stay down, it keeps on moving upwards to full tilt. I replaced the cable but it seems there are two bolts with plastic washers on the chute that control the vertical plane and when tightened, the shute still will stand to attention. Any ideas on how to fix.
