TECUMSEH OHSK Snow Blower, power cord jammed

I recently purchase a second hand Tecumseh OHSK snow blower, and the power cord seems jammed.  It also has an electric starter, that also seems jammed.  Any suggestions?

maybe the engine is seized?

Or there is some debris jammed in the flywheel.

Has someone had the engine tipped, filling the cylinder with oil?
It the Blower in the "engaged" position, or is the linkage froze in the engage position?
Have you pulled the plug to see if turn over with the plug out?..

Does the Spark plug have rust on the electrode? (the piece that screws into the engine...)

just some ideas...
