1970's AMF Polar Bear Transmission

I bought a 1970's AMF Polar Bear at a rummage sale for $25.  It didn't run when I bought it, but after changing the points and the carburetor it runs like new.  My problem is that the transmission doesn't work.  After inspection, all the parts appear to be in good condition.  However, the rubber wheel is not touching the spinning metal disc that the belt turns.   If it did touch, everything would work well.  The rubber wheel appears to be in good shape.  It's not cracked and doesn't look worn, but it could be deceiving.  I'm thinking about getting another rubber wheel, but I don't know where to look.  If anyone has any information, I'd appreciate it.  The AMF model number is  13620400.
