Honda HR215 Mower just sits and clicks when power drive engaged

I started noticing my mower would click and then grap and now it just sits and clicks. I adjusted the cable and even short'n the spring, but still no movement. It's worse with the cutting height adjustment all the way up? The end of the cable at the transmission is hard to get to and looks like I need to remove it in order to adjust it at that end. I'm I correct?

     It has a drive shaft on the frame aft of the engine going under a plastic cover..   I have seen these fail often ( they eat a lot of dirt in the u-joint).  If it is not the drive shaft, it iis the ratchets behind the drive wheels.. (it will not move if both are failed, it will pull to one side if only one is bad)
