Toro 824 snowblower won't move? ... Im a first time owner of a snowblower ... I actually don't own it, a buddy from work is letting me borrow it.  Theres only one problem with it; it won't self propel.  I have no idea how these things work so when I take the bottem plate off all I see is an assembly of gears and friction disks and belts.  What would I look for in order to diagnose this problem?

1. Smooth disk on the left side drives the rubber rimmed disk on the left.
The smooth disk and the one with the rubber outside are what need to come to together to make the thing move. They need to come together and the smooth plate needs to be turning. It’s the drive plate for the rubber mounted disk.

2. What turns the plate is the motor which engages pullys by belts. If your belt is broken it can't turn the first disk. If it is loose or broken it won't turn the flat plate so no motion.
Chances are good it might be a broken or loose drive belt.

Or

The rubber mounted disk is not coming up to the drive plate.

Examine the belts by taking off the black cover (3-4 bolts).

I've Examined The Snowblower and I've figured out part of the problem ..... the previous owner of the snowblower had the tires on wrong.  They had them on the axle to far and didn't have the pin through the rim.  Just through the axle which in turn wasn't spinning the wheel with the drive system.  So that part is fixed.  But it appears that its still lacking some speed/power and the belt appears to be quite loose.   Can the belt tension be adjusted or is it just a matter of replacing the belt?  And if this is the case how do you go about replacing the belt?

yes the belt can be adjusted, there should be an adjustable tensionor on the drive belt if its adjusted all the way then the belt needs to be replaced, take the old belt off and bring with u too a local repair shop a they will measure the belt and give you the correct one.   good luck!

Thank you for the response.  How do I take the belt off if that is in fact something that has to be replaced?

For a manual Google "Toro". Select Homeowner. Under Customer Care
select Operators and Parts Manuals. Enter your model number, not 824,
the 38xxx number of a plate on the blower. They have there the
Operator's, Parts and Drive manuals for the 824. The Drive manual
is detailed on how to change and adjust the bets.

well u could try to remove the crank pulley but its probally siezed on the crank, l've had to loosen the engine mounts and tilt the engine foward to remove the belt.
