Tecumseh engine problem

I have a Tecumseh HM80-155063F engine on a homemade logsplitter. The throttle linkage and the govenor assembly have been messed with. The governor is fixed in place with some wire and the throttle linkage is broken off and clamped to a wide open position. I have no idea of the original configuration for this old engine. Can anyone help? It runs but does a lot of surging sometimes or needs to be fully choked to run at all, or sometimes runs flat out.... I would like to find a source to replace the missing and modified parts but it is too old I think...
