Snapper Carb

I recently aquired a Snapper i 422, it has a 4hp Tecumseh engine. The model number on the snowbloer is i4222e if that would help any. My question is about the carb. When I put gas in the tank and turn on the shut-off, gas starts coming out of a pinsize hole in the side of the carb (see picture). When I push the primer gas shoots out of the hole. I'm pretty sure this isn't supposed to happen. any suggestions on why it is? I looked in a small engine repair book and a carb that was like mine had a discharge hole, but I'm not sure if thats what the hole on mine is. Also, can anyone think of any way to get this fixed? The pictures are kind of blury, but my camera doesnt work very well that close up. By the way, the only information i could find on the engine is that its hs40 you can google it if it helps.

Went to my favorite little OPE shop today, and got the primer for the Toro CCR 1000. I also ordered a carb rebuild kit for the Snapper. Should be here sometime early next week. Adam
