Sear's Craftsman Mower

I own Sear's Craftsman Mower  and need to replace the brakes. It is model #917254240 - not the newest model, but not the oldest one around. Anyway, I was removing a long screw called a dowel according to Sear's parts manual, and it snapped off. It screws into into the transmission housing. How do I removed this now broken screw/dowel? It isn't large, less than a 1/4". Should I snap it off flush with the housing then tap and remove the screw? Any ideas out there?
