Toro Personal Pace Recycler: Trouble Replacing/Adjusting Cable

Hello all.  First post :-)  I had to replace the cable that attaches to my Toro Personal Pace Recycler transmission (single speed, rear wheel drive) and perhaps someone has ran into this before and has some insight.  Although I adjust the cable to be taunt to start, the self-propel no longer works.  In fact, if I PULL BACK on the handle it takes off (pushing forward no longer does anything).  I'm sure there is some thing I am not thinking of...

which handle are you talking about???  the brake cable is on the right side, as standing behind unit, and hooks into the brake bail.  the self propel cable comes up along left hand side of unit and hooks into a plastic clip on the underside on traction handle. did you remove the black handle ???  is the torsion spring hooked up on the right side of handle ??? underneath
