Eureka belt will not tighten even with new tensioner and new belt

I have a Eureka a SA 3011 vacuum. The belt will not tighten. I got a new belt that is the same size and it will still not tighten. I got a new belt tensioner and the belt still will not tighten when I press the gray button down. What is wrong with the vacuum and what can I do to fix it? Thanks GB
