25 psi of compression is way to low, u want at least 75 psi min. has the engine ran recently ?, l would inspect the head gasket.

I guess not.  I think I've found the problem but if anyone has any comments about the test please let me know.

  Will re-lapping be enough? no, if there a that much of a leak u got a serouis problem, is this the same engine that would'nt run ?. check and make sure the seat isn't loose in the block, and when your have compressed air in the cylinder the engine sometimes wants to turn a bit make sure its staying on TDC u may half to hold.

l dont see why that would'nt work. yeah just make sure u have a acceptable piston ring gap.

The two wires at the bottom of the carb bowl are for the anti-backfire solenoid which when u turn the ingition off  it cuts power to the solenoid (which shuts the fuel off), so u need a multi meter to test if theres voltage at the solenoid when the key is in the on position (fuel is allowed to flow) ur going to need at the very least 10.5-11 volts if not more. its denfintly a fuel problem so l would check the solenoid first and if everything tests ok then make sure fuel is going from the tank to the carb, if ok dismantle the carb and inspect. oh yeah if u have voltage at the solenoid make sure u have a good ground. and when u checked for spark was the plug touching the block while cranking?

u might be able to take standard metal throttle cable assembly on a snowblower/lawnmower and twist the handle side ways add a spring to pull it in and take a dremal tool and cut a bunch of slots in it, just a thought.
