Tecumseh Carb Flooding

I have what I think is a tecumseh series 3 carb from an 8HP engine that I think is a model HM80? The carb started leaking after not being used for some time. I installed most of a rebuild kit which included a new needle and seat. I've read up on how to do this and I think I have done everthing right? The spring that attaches to the float has the pointed end pointing towards the choke. The seat has the groove facing the carb body. It still leaks like it did before the kit installation. When feeding fuel to the carb, with the bowl off, I can stop the flow of gas by gently pushing up on the float. The float has no fuel in it, I hear nothing when I shake it and it floats in water with no bubbles coming from it. It acts like the needle is not making contact with the seat to stop the flow of fuel? Any ideas?
