Mine is still missing. This time it is on Internet Explorer in the office. Guys I think I have found the problem. 
Check your account settings. My advanced editor was deselected. Once I checked it the toolbar was back.

There were only two browsers that could use the toolbar on my end. Mozilla Firefox and Internet Explorer. Opera canot for some reason display the toolbar. I use Opera alot like right now even, so I can not use the toolbar. Thats ok with me, but when I want to change my text or add smilies, I will use firefox. When you don't have the toolbar, you can actually still stylize your text with codes similar to what YaBB used.
